On October 1, 2020, Bill H.R.8337 (Continuing Appropriations Act, 2021 and Other Extensions Act) was signed into law.
The following information from the bill is applicable to Medicare Accelerated and Advanced Payment (AAP) Program.
Allows providers to:
- Extend repayment for a full year before recoupment would begin;
- Limit claim offsets to 25 percent of the full Medicare payment for 11 months, followed by 6 months with claim offsets limited to 50 percent of the full payment; and
- Reduces the interest rate from 10 percent to 4 percent IF the full amount is repaid between the CARES Act and the end of the COVID – 19 PHE.
Providers and Suppliers who applied for and received Medicare Accelerated/Advance Payments (MAAPs) in 2020 will receive an email reminder that their recoup period is fast approaching. The emails are being issued to a provider or supplier designated MAAP point of contact.

Please note the amount due as listed on the email attachment does not reflect any amount already refunded towards that balance. **The amount listed in the attachment is the original total of all MAAPs issued to that entity. No offset will begin occurring unless there is still an outstanding MAAP balance for the provider, supplier or an affiliated provider with the same tax identification number.
Recoupments officially began on March 30, 2021.
