The Centers for Medicare and Medicaid Services (CMS) published the Prospective Payment System (PPS) and Consolidated Billing for Skilled Nursing Facilities (SNF) Final Rule for Fiscal Year (FY) 2019. Within this rule details the plan to replace the current SNF PPS Resource Utilization Group (RUGs) payment model with a new per-diem payment system: Patient-Driven Payment Model (PDPM).
This new system went into effect October 1, 2019.
CMS projects aggregate payments to SNFs will increase by $851 million (2.4%). This estimated increase is attributable to a 2.8% market basket increase factor with a 0.4 percentage point reduction for the multi-factor productivity adjustment.
